Looks like a 1" C-format machine to me.

Actually, Otari used to make an ultra-high-speed VHS duplication engine which used heat to transfer the recording via thermomagnetic effects. The process required a 'mirror master' to be created which was an inverse copy of the original master. The fact that this is called an 'MMR' machine makes me wonder if it's used for that - as I recall the system was designed to run from a 1" source.
