What is this effect??? (Escape)

Can anyone tell me what type of effect is used on the Enrique Iglesias song, "Escape," in the very begining. It is an underwater wah wah muffley sounding effect. If someone can help, that would be great. I have a VS-2480 and three VS8f-2 boards, can I get something close to this on my board? Thanks!
