What is this device?

Hey, there might not be an appropriate section on this site for this, but I'm sure somebody can probably answer my question. I found this electronic box here and I have no idea what it is for. It has a power plug and an alligator clip attached (not sure if it's original) and when the front switch is turned on it reads about 529 + or -, kind of fluctuates. No identifying marks anywhere, not even in the guts. Anyone familiar with this device?

I think it's core inductor for a time travel machine. Without it you can only move in one direction. You need that baby to get back home.

If I'm not mistaken, it's a super molecular dust separator.

But that's only if I'm not mistaken. :confused:
 
It's a Flux Capacitor. I have one in my DeLorean.

On a more serious note...
Say it is a capacitance meter, or a frequency counter..
How can I test to see if it is? I know little about this field.
 
Get a few caps that you know the value of and check them ...if the read out is true then it works.
