I live in a apt building so singing in my room where my stuff is will undoubtly bring complaints.

can I pad the sound down by stringing a blanket up around me as a makeshift iso booth?

Nope, it's a good idea, you'll offened your neighbors much less and also kill a lot of 'room' sound. If you go to your local hardware store they often sell cheap sets of those hand grip clamps that are very handy for hanging them.
