What about Syncing with a Fostex VF08?

I have a Fostex VF08 and I also just bought Sonar. First off, how do I make my Fostex the master and Sonar the slave? What exactly does that mean. I also have another question, I imported a voal track and for some reason it's super slow compared to my other tracks. How can I speed it up to match the other tracks?
