Wave Form Editing

For some reason in Cubase VST/32 wave form editor, I cant seem to make a selection where I want to. Any point I select ends up being selected earlier in the wave form. If I move the tool to one spot...it selects in a different spot. Any Ideas?

Have you got the "snap to" selected??

No.......When I place my cursor at the 26s point in the wave.....the selection actually starts at about 25s.
I am stumped!
