how do you get that techno effect on vocals? (ex. hellogoodbye, all time low)

I think maybe you mean a "Vocoder"...It is supposed to Make Instruments sound like a Voice , I think...

One can use only a EQ and while others can fill up the vocal track with others effects processors ( Reverb, Chorus, etc) untill it gets to where he wants
There are some speech synths or specific plug-ins that can do this instantly with a preset, but I find the best way is to record my own voice and then process the signal
