If I understand what you are asking, each MIDI track in SONAR can easily be set to send MIDI data on any one of the 16 channels for a given MIDI interface. As far as I'm aware you can only sebd one track to one channel, or none, but not all.
The OMNI setting is only there for MIDI input and it simply means that any MIDI data coming in on any MIDI channel will be routed to the track.
