Unrelated Newbie Questinon!!!

This is stupid, but what is the difference between a record producer and a recording engineer?

Does the recording engineer set up all the mics and get that perfect sound, then record it?

What does a record producer do, and why do they get so much more credit than a recording engineer?

I thought I knew this stuff but I read a magazine and now Im not sure.
 
The producer is The Boss. Everyone else, including the band, is under his direction.

Of course, there are varying degrees of all of this...
