Tuning Properly

Hey everyone
my drummer in our band just replaced his skins...
but we've been trying to get a good hearty sound, i have some idea on how to tune them
"finger in the middle and hit around the outside of the skin to match the tone" and then fine tune them...
but we run into trouble with the resonating skins, we play really heavy music is it better to tune the bottom heads to the tone of the top or higher or lower.. i even heard you can tune them to certain low notes. B D C is this true...
any suggestions... or websites that'll help us...
