I was wondering if pitching say the left channel of a recording down 2 cents would THEORETICALLY produce the same effect as pitching down both channels 1 cent.

and no....if you pitched each channel down 1 cent you'd still get an in-tune signal, just in lower pitch by a little bit.
if you pitched one channel down by 2 cents, you'd get an out of tune signal in one speaker with the other speaker. not a phasing issue...more of an annoying tuning problem.

Pitching the left channel down 2 cents would give you the same effect as pitching the left channel down 1 cent and the right channel up 1 cent. Albeit at a different pitch.
