I don't think its very new. I got a Rat about 3 years ago and it had an avertisment about the Dual Rat.

Sorry, I can't remember. It might have been the Turbo Rat, but....it seems to me it was the Dual.

It sure looks cool. I've been hoping to hear one... it's prett killer that you can chain rats together, and that they have a new "clean rat" sound. Haven't heard it or seen it in a store yet.
