Teac X-1000R / X-2000R tape tension issue

A buddy and myself own these decks. They both have a tape tension issue when playing. The tape pulls away from the head like it's being fed to fast or not being taken up fast enough. Applying some pressure to the supply reel, idler, pinch roller or anything to the left side of the play head will bring the tape back into contact with the head. Even pulling down ever so lightly on the pinch roller will have the same affect.

Anyone seen this before or better, know what is out of adjustment or what is required to fix the problem?

I may be wrong, but I don't think anybody here (meaning regular hangers of the board ) have/had those machines on the bench.
I personally have no clue how to deal with the situation as I never had to nor I ever had neither machines.
I've made .gif file of "torque" page from teac a3440 manual so you may get some general idea. See attached image. That's all I can do. Also I am not sure if this is what you need to be taking care of.
