Tascam 388 Problem

Trying to figure out what's wrong with my 388. If i press play, ff or rewind i can hear it engage and i see it try to spin for a second but then nothing happens. i just replaced capstan belt so i know its not that. Thank you for helping in advance!

Could be a blow fuse. Remove the top panel above the meters, fuses are on the right side.

I can't tell if any of the fuses are blown but i ordered replacements! Thank you
