To date, there are no downloads for the 244 Service Manual that I know of, and I've looked. Teac will sell you one.
2 things:
1) If you replaced the main (capstan) and control (head-load) belts, I'd only wonder if they were correctly sized belts, and/or where you got them. I've determined the correct belt was the (PRB brand) FRM 11.7, which is 11.7" total length, "flat-rubber-medium" is how I have come to think of "FRM". I can't remember the exact spec of
the control belt, and I don't want to misquote myself, but I think it was a SCQ 5.6, "square-cut" 5.6" total length, but DO search one of my previous threads for the exact sizes. This post is off the cuff.
2) If the main and control belts are properly sized and replaced, that leave perhaps the idler tires that may need replacement. The Dr Zee tutorial you referenced details that pretty well, as well as the post I did a few months back. It's a medium level teardown to replace the idler tires. I found that properly sized faucet O-rings will do a good job in place of the official "tires", which are no longer available.
That's taking for granted the pinch roller is still fine, but the FF/RW problem, as well as take-up motion during play/record is a function of the idler tires that drive the spindles.
