tape effect?

I was just wondering if anyone knows how the sound is achieved on the tune by Lou Barlow called Black Sheep. It sounds kind of warbly or chorusy but suttle. I really like it and thought maybe it had something to do with recording with tape. I've heard it on at least one Guided By Voices songs too but I can't remember which one.
 
I'm not familiar with the Barlow song, but yes, Pollard swears by running his vocals through a Memory Man. The Hot Freaks music was recorded live into a boom box, and the vocals were done later with some kind of large cheap Radio Shack mic into a Memory Man, and into a Tascam Portastudio. He liked the vocals so much that when they went into Cro Magnon (an actual studio equipped with ADAT's at the time) for Under the Bushes Under the Stars, they did all his vocal tracks with the exact same gear.
