Did you put the .dll file in the VST folder of your recording app?

yea, its a VST plug in not a stand alone program you run.

There's probably a VST folder in your sequencer's folder on your hard drive.

Eg:

Crogram Files/Steinberg/Cubase/VST Plug Ins

You can't use VST plugins with Cool Edit.
