my band is starting to play more and more in my basement area we have made fro rehearsal and recording, i need to know a averagely priced, extremly effective way of keep the sound in the room. we have alot of tubing and vents and stuff above us going through the ceiling. we are surrounded by a brick wall on 2 sides of the room, and a plywood barrier type wall on the other 2 sides of the room. basically the folks need to hear little to no noise or bass from upstairs
 
Hate to break it to you, but you need major construction to sound-isolate a room. There is no budget solution to this..............
 
Ah.. it'll never happen.

At my friend's house.. his dad made a big wood thing covered in carpet and insulation to fit into the doorway. They also made a carpet box to drape around where the band played. That dampened the sound to the point where all you had to do was turn up the TV a few notches.

You could rent out a practice place like 3 of my bands do.. but that costs money.
 
If you want to stop the sound getting out, you have to stop the air getting out.

Air leaks = noise leaks
 
Have everyone get PODs or J-Stations and
make your drummer use an electronic drumset.
