Soundcard Noise with CD Player

I'm using the Guillemot Maxi ISIS XL soundcard with a breakout box 8in/4out. It has an odd setup in that there are two modes. One is multimedia and the other is the 8/4 console mode. Most of the time I'm in the 8/4 console mode due to the fact that I got the soundcard to do multitrack recording on my PC. The only bummer about these two modes is they're independent of one another meaning you can't have them both at the same time. If I want to play a CD on my computer I have to switch to multimedia mode and if I wish to record via the breakout box I have to switch to 8/4 console mode rebooting each time I switch. Finally my question is why do I get a low static hum when I'm in multimedia mode and playing a CD? It seems to get worse when I move my mouse. I just upgraded my computer to a Pentium IV 1.4ghz with 512mb SDRAM so I've got plenty of juice. I don't recall getting this noise on my previous PC with the same soundcard which was just a Celeron 600. When I inquired to my PC manufacturer they blamed it on a cheap soundcard which I'd like to know if that's true. Yeah the ISIS XL isn't the best but it sure as hell doesn't suck for the money. $250 but you can only do 16bit/44.1 for your best quality.
