Soundcard for 4-track mixer

Right now, I’m using n-track with a PCI 128 soundcard. I want to expand what I'm doing.

Here are my needs:
I want to use a 4-channel mixer, with phantom power.
I already have a pair of powered monitors with ¼ inch and XLR inputs.
I don’t want to spend more than $200 on a sound card.
Are there particular soundcards should I consider?
Any other considerations?

I use an Echo Mia card, with a little mixer and Cubase. It suits my needs, although I really want to step up to an Omni Studio or Mona some day.

Faster puter comes first though.
 
delta 44

4 in/out; sounds great

can pick one up used on ebay for <$200; new for around $250
