When i'm recording, it don't seem like the plug ins for effects work very well, or as quick. I have a fast enough system, But should I be using an actual hardware compressor instead of the software compressor?
What about EQ's. Software or hardware?

if u have the money H/W is definitly the way to go but since most of us aren't millionaires we use the S/W Plugs

If you mean realtime tweaking, all you need is a soundcard with low latency... ;)

What would you consider low? My echo mia is set to 20-30 I think. Should i go lower.

I figured the 20-30 mark would be low enough and be safe from drop outs.

"Low" for me is between 1.5 and 6 ms... ;) I run Sonar beautifully with 2.9 ms latency with ASIO-drivers.

What recording hardware are you running?
Also, I'm running cakewalk at 24/96, and echo card getting over 2000 samples... but things still sound "weak".

All the levels are peaking close (but not over) 0, but the sound still lacks umpf.

"Umpf"
I use that term for in your face sound.
Don't have to be loud, just very "present"

I want it to sound like my amp is siting right there. Don't have to sound the SAME as my amp, just the level of presence.
The recording sounds ok... but it's not "full" or "rich".
Sounds like I'm listening to a band play in another room. Kinda get what I mean? =)

I've even hung a huge thick blanket over my cab with mics underneath.... trying capture the sound in a small space (theory). But that didn't quite work either.
I then set the mics a few feet away, then adjusted the mixer for levels...still the same result.

Is there a combination of effects I should be using?

Cool...thanks a lot!
I did beef it up quite a bit, now the issue still remains, and I think I found the problem.

Looking at the EQ, It seems that I'm missing a lot of mid's and Highs, thus loosing that warm "bright" feeling that I'm looking for.

How can I increase these levels, without inducing lots of static noise?

As long as you have good recordings with "high" quality, you should be allright... ;)
