well thru asio DM youd have no latency, and it is seamlessly controlled by cubase, with the caveat of one or two SERIOUS routing quibbles

But if you are talking about monitoring thru fx and such, you'd still be using regular ASIO, so its up to your pc, drivers, and pain tolerance to how low of latency you could run
