Setting up a new system HELP!!

I have a old Tascam 688 Midi Studio that I want to link up to a Toshiba laptop, Cubasis VST software, Roland Edirol audio capture devise. I am an amature at this stuff so my first problem was severe latency with stops and glitches when recording. I am asuming the laptop sound card cannot handle the load so I am considering purchasing a new midi external sound card hoping to solve the problem. Is it possible that I am on the wrong track with the laptop? Should I purchase a more complete software pack with a compatible mixer/sound card? Should I start with a new desktop pc processor? Anyone out there with any suggestions. I just want to send from my 688 to a decent editing software to burn a clean CD. HELP!!
 
What are the specs on your laptop? There's plenty of people using laptops for recording in the field. If you're only recording MIDI, it shouldnt be any problem at all. What operating system are you using, and have you tried all of the tweaks available to increase performance?
 
The specs are 700mhz Satellite Pro 4300. Plenty of memory and 40 gig hard drive. I don't know what tweaks are available or what I should do to reduce the latency when monitoring and recording. Any advise?
