i noticed that there are some really nice plugins for powertools that it would be nice if i could use them at cubase, is there any wrapper out there?

I'm guessing you mean RTAS to VST or RTAS to DX....
Not that I know of...
My understanding is that Digidesign won't release allow their format to be used in this way. There is, however, a VST to RTAS wrapper, which probably won't help you much....

most RTAS plugins are also made in VST format though.
