rice krispies in my desktop

I recently bought a new computer with a m-audio 24/96 soundcard. I am running sonar 4 and here is my problem. I hear low level crunchy sounds every time I run my mouse over any icon or run a program. This is driving me nuts. The wiring in my house may not be the greatest. Does this sound like a ground issue?
 
Try adjusting the PCI Latency of your video card to a lower value and try using a mouse that uses a PS2 connection if yours is USB.
 
could be a number of problems. i'm a puter engr. please list in full your pc confign so i can help. also tell me what you have in your pci slots before doing anything.
also read the arch_jedi thread in the newbies section where ive been helping arch with some probs. whch look like they are solved.
i think it might aply to you, but i'm not sure till i see your configuration.

I am using xp service pack 1 with a p4 processer. The sound is constant in the background. I did change my configuration to standard pc per tech support from m audio.
 
need a lot more info.
whats in yoyr pci slots / WHAT DRIVES/ what amount of memory ?
i cant suggest blind with no info you know !!
tell me also if you have a fancy gaming card installed, and if you do the brand also any tv tuner card ?
