quiet video card + inexpensive?

Good morning, I built a powerhouse of a PC about two years ago but never installed a video card to save some money temporarily. I have been using onboard graphics, which isn't really a huge issue since I only do audio on this pc. But, I know this is eating up resources and draining performance. Plus the video doesn't refresh while tracking very quickly which can be a bit annoying. So I was looking around for a pci e 16 card from newegg. But I don't know what's what anymore. I just want an inexpensive card that's quiet for recording. Does anybody have any suggestions?
 
Depends how much you care about having a fan on it. A lot of graphics cards on x16 slots have fans, which may add a very small amount of noise.
 
Well that's the thing. Without a fan the card will run hotter, and possibly decrease performance. On the other hand, a fan will add noise. I have a side case fan that stays on all the time and that pisses me off as it is. I wonder if it's not receiving proper signals or that PC is just always that hot.

A good solid video card that's fanless won't run hot enough to decrease any performance.
