On my PV 14 mixer and the speakers they both have a little contour switch, it changes the sound a little bit but I cant quite put my finger on how. and do I want these on or off?

Contour may have variations across equipment, but in my experience it's a mid-scoop knob/switch.
A kind of one-stop eq. I suppose a contour switch would likely engage a smiley-face eq.
You should be able to tell if it's cutting the mids, or raising the highs+bass quite easily.
It's a loudness compensation curve. It's going to be roughly "smiley face" shaped, but I bet Peavey made some effort to make the curve specifically follow the known non-linearity of human hearing with respect to volume. In other words, engage Contour for low volume applications such as background music playback.
