1. when I record something, the first track sounds good but when I record the second track, nothing records into it? what part of the settings should I look into for this? (I use cubase vst and audiophile)

2. How do I set the latency to 1ms?
3. How do I syncronize midi and vsti's with Audio?
 
1) Make sure you have the track properly armed and that you have the right input selected for the track.

2) Unless audiophile has some new top secret driver I don't think you can get 1 ms of latency. To lower latency go to your ASIO control panel and lower your buffers.

3) I'm not sure I'm following you on this one, but if your just trying to play MIDI and VSTi's to already recorded tracks and they are coming in late from the latency you can do one of two things:
a) lower your latency so they sync up better
b) drag the midi and vsti's tracks so they match up with prerecorded audio after you lay them down.
