ok it's real simple:
should i dither the audio tracks before importing them into a CD project in AA
OR
will AA automatically dither my 32-bit tracks into 16-bit tracks if i start a CD project and burn the tracks unto CD in AA?

Import them as 32-bit, so you don't lose any resolution.

A CD burning program will only burn tracks that are in the format of 2-track stereo, 44.1KHz sampling, 16-bit. The way to get there in CEP/AA is to mix down the tracks (from Multitrack View: Edit/Mix Down/Selected Audio Tracks [clips]) and then F11 to call up the conversion dialog box. Tell it to dither to 16-bit (try different noise shaping to taste, but any default is OK to start from) and it will convert to CD-friendly format.
