Im just a starter just using for recording and than vocal editing.
I heard that Protools 9 was the industry level but I cant afford 600 dollars.
(Im on a PC) I was just wondering if there was anything cheaper that
could do what Protools is doing.

There are a lot of DAW's out there. Pro tools IMHO is only good because everyone has it. Meaning songs can be transfered to other studios. Look into Reaper, Cubase, Sonar, Presonus Studio One and Record 1.5. They all can do pretty much the same thing.

I used Pro Tools professionally and CrowsofFritz is spot on. Pro Tools is the "industry standard" simply because everyone uses it, not because it is inherently better.

When I was using PT at work, my choice for home was Cool Edit/Audition--but I don't have any real need for MIDI.

The comparison link that Cobaltaudio posted gives you exactly what you need to know--but you could do far worse than downloading the Reaper trial (free--then $60 if you decide to keep it). For a mix of audio and MIDI capabilities to get you started--at a tenth the price of PT--it's certainly one to consider.

Audacity is open-source and free. It is not the most powerful program available, and if you spend some money on the aforementioned software packages you'll be able to do a more with less trouble. But, for being free it isn't bad. Be sure to get some extra plugins for more versatility. (Audacity: Plug-Ins and Libraries)
