pro tools 9 plugin problem

I recently just trashed the prefs in pro tools to get rid of a choppy audio problem but now all my plugins are gone. I looked in the digidesign folder but there dosent seem to be any plugins anymore.
 
so if i go to avid and download pt 9 from there , there should be no bugs and all the plugins should be there right?
