pro audio 9 problems

im running my mics into a mixer, then mixer out to the soundboard on the computer. i keep the lvls a little below clipping but they never touch the red. the problem is that when monitoring the playback and the new recording the new recording is always way louder than the play back. and if i adjust any of the lvls either everything goes up, or i can turn just the incoming recording down but then the signal is pretty weak. i dont know if this made any sense but anyone got any ideas?
 
When you sound check the levels before recording the new track, is everything okay then? And this clipping only occurs on the playback of the newly recorded track, the existing tracks remain unaffected?

This sounds like a summation problem. Each individual track might be just under the clip level but when combined, they increase the amplitude.
 
i probably should have been a little more clear. my problem isn't with anything after, its just while monitoring the mix in the headphones, whats being recorded is way to loud and everything else is behind it, after its recorded though, it sits with everything else.
