When you see the president making a public speech the Two microphones (SM57s I've been told) that he talks into, are they put out of phase?

If his ceremonies are anything like the ones I did in the Army, it's more likely that one is for live use and the other goes to an army of translators to service the non-english speaking types in the audience with receivers. The Band was always setup next to a half dozen or so booths for those translators when we did outdoor school of the americas ceremonies. As you hear the Sgt. Major speak, you hear echos in all sorts of strange languages. "I'd like to welcome ya'all to Fo Bennin..."
I had thought this was the case, but someone else had told me that they were both on and out of phase For better coverage. Now I'm thinking if that was true what about the 3 to 1 rule will that still apply ?

First of all I thank you for the time you were in the service defending our country I was in the 307th engineers 82nd airborne in the early 70s I was at Fo Bennin for a while. Now were the ceremonies that you did in the service overseas and do you think this is the case when The commander in chief talks in the USA too ?
Sometimes you see one, sometimes two, and sometimes three 57s when the president speaks.
If I have this right, one is for the PA system, one goes to the White House Communications mixer (they are always there when he speaks) and the third is then for translator or other feed purposes to the house PA.
The White House feed goes to us in TV and the White House PA has self-powered speakers in case the main system goes down.
And yes, they are bone-stock 57s. I have stood at the Blue Goose (the lectern) and looked at them.
