As of right now i have a c600 fast track interface do you think adding a decent preamp on top of the the c600 fast track will make a difference on the quality of the vocals if so what would be a great preamp for a $400 budget ?

(i have a blue spark mic running it on Protools MP9)

Can't say without a bucket load more information, but it's unlikely that a dedicated pre would be the next best option for you to get greater quality vocals.

Where are you recording? Tell us about the room you're in. How are you assessing the quality now? Do you have monitors? What are the issues about your current vocal recording that you're trying to fix?

More gear is rarely the first choice.....

+1 to what Armistice says.

The mic pre amps in the C600 are okay and spending $400 is unlikely to make that big a difference.

Consider your technique, the room acoustics and maybe a new microphone first.

whats a good mic to record hip hop/rappers vocals or thats just great in any area of vocals from R&B hip hop rap country etc for a budget of $500 then?

@armistice Well there is a song and a tour of my studio on my profile page so you can get an idea of what you think i can do to make my vocals sound better.
and yes i still am putting more acoustic foam at the bottom of the booth
