Pre-delay

you can "create" pre-delay with the tools you have.

method 1:
put a delay fx and a reverb fx into an aux. set the delay to 100% wet so no orignal signal is played, and set the delay time to the pre-delay that you want.

now set your reverb to taste.

the delay fx acts as the pre-delay for the reverb fx. now dial in how much of that sound you want mixed with the original track using the aux send of the track.

method 2 (if you are starved for processing powere or aux sends):
1. clone the first track.
2. slide cloned track appropriately or use delay fx to slide cloned track.
3. add reverb to the track.

By jove I think he's got it.

Actually, I think that is pretty much along the lines of how they did "normal" delay in those days as well. (There weren't any plugins. :) ) So it's just a matter of whether you run the tape early or late.

You didn't run it to a separate tape, you took the playback off the third monitor head and looped it back to the recording head. The tape speed determines the length of the delay.
