Please help

Allright so this my problem , im recording from condenser mic thrue a preamp into a motu now when i go to record vocals there is a delay on the voice no matter which program i use fl studio,vegas, the delay is there and for someone who does rap music timing is all off . I thought it was a virus but i did all kinds of scans ,might have something to do with buffering or something it use to work fine but since i upgraded to windows 7 recording vocals is pretty much out of the question(yes i got all the new drivers). The things is it works fine with midi and instruments when i make beats but vocals nothing ,i know it aint the mic or preamp because i've tested them elsewhere plus they always worked before, i dont know what to do someone help a brother out .

p.s. my pc starts running like a lawnmower fans all loud as hell i know that cant be good.

1 Check to see whether you have software monitoring on. If so, turn it off and monitor through the motu. That's the starting point.

2 Noisy computers aren't helpful for recording. Get that checked out.
