Ok here's a few things you need to make sure you have (and research if you don't know what they are or what the difference is):

0) Aquire a powerful enough computer
1) Decide how many simultaneous inputs to your computer you want to record.
2) Find an interface that will allow that many inputs
3) Make sure the interface has all the preamps you need (some interface will say there's 10 inputs, but only have 2 preamps)
4) Select an appropriate DAW programme
5) Buy some mics
6) Look at doing some room treatment

of course once you've decided this you can start looking at what quality you're going to head for, dependant on your budget.

Don't forget audio monitors ;)

And don't forget what everybody forgets when working out your budget: budget for all the boring stuff like cables, mic stands, headphones, distribution amps (if required), etc. Just mic cables alone add up real quick and eat away at the budget.
