my mic runs on phantom power, my preamp (ART StudioV3) has phantom power. i hooked my pre up to the mic with an xlr female ( in the mic ) to a "1/4 input in the pre.....no power, do i have to run it into a xlr input?

You need to use a TRS 1/4", rather than a TS 1/4". (a TRS 1/4" connector looks like the ones used on headphones - a TS 1/4" is like a guitar cable connector)

XLR's are 2-conductor connectors so you need to use a 2-conductor 1/4" if you want it to work properly.

ok ty, but will an xlr female to xlr male work?

Yep. If you need phantom power it's probably the only way that will work. The 1/4 inputs are usually for instruments.

Hey, j0s1ah, still at it eh?

What kind of mic did you end up getting?

BTW Blue Bear, I'll probably getting bit for saying this, but did you actually read his post before answering? I've yet to see a pre-amp that puts phantom out on the TRS input!
