PCI or USB interface?

If the soundcard picks up those kind of noises, it's just not a very good soundcard.
Arguably the best recording interfaces available on the market, those by Lynx, are internal PCI-cards. You won't hear Lynx users complain about static.
 
USB/Firewire interfaces are made for mobile users. Since you use a desktop, then just go with a PCI.

As for which card to get, it depends on how many inputs you want. I haven't heard about companys other than M-Audio in these forums, so I'm assuming they're the best for home recorders.
 
the Aardvark Q10 is a good PCI soundcard

it doesn't work well with dual processors, that's the reason i had to give up mine.
