To connect all your outboard gear to a central point so as to facilitate switching and interconnection (without having to climb around to the back of the rack.)
If you don't have a lot of gear, it's debatable whether it will be useful, but if you have a lot of outbaord stuff, or a large number of multitrack channels, it is definitely a must-have to make life easier.

I agree. Even if you only have a few pieces of gear I would recommend a patchbay.
If for no other reason, It will save wear and tear on the rear jacks of your equipment.
