panning problem in nuendo

i am using nuendo, and for some reason sometimes when i pan it will just get louder more left i go, and turn off when it goes right. but i know it isnt that i have my speakers set up mono, because 1. it works panning sometimes and 2. other programs are running stereo on them. any idea what might be causing this

ok, i figured one thing out, i have to go to project/project setup and change the record format(example: from 16 bit to 24 bit) before i can pan, after that it works fine. but that is annoying doing everytime it opens, anyone know how to fix this?

There should be a "Panning Law" option that lets you compensate for the level difference when panning.
