over head mics

What are the best mics under 1000$ to record overhead drums?
 
"Best" is subjectable even without being given details. For example: What's the amount of total drums on the kit? What style of music? Where will the drums be recored (if they're being recorded)? etc. Also, you really didn't say $1k for the pair or $1k each.
 
We need to record a 6 peice, hihat, ride and four cymbals, two timbales, and wood blocks. The music style is a groove oreinted rock. Budget is under 2k$ for the pair.
 
As you probably already know, there's quite a few different routes you can go.

You may want to take a look at some older posts regarding this. Also, check-out my replies under the post "jazz piano mic".

For overheads on drums though, if you're miking every drum, I like to use small diaphragms. But if mainly using the overhead mics for the entire kit, I like to use large diaphragms.

If looking at small diaphragms, I'd go for Elation 201s or better yet, the Neumann KM184s, or the Earthworks QTC1s if omnis won't be a problem. If looking at large diaphragms, I'd go for the Neumann TLM 103s.
