As for the delay, what processor are you using? I'm not sure that changing the sound card alone would help this. Keep in mind that while you are recording, your processor has to has to divide its time between your soundcard, the monitor, and software applications (ie Cakewalk) which can be graphically intensive.
Hard drive speed could also be a heavy factor. I recently switched from a torturous 1.2 Gigs to 13.4 gigs. Size aside, the speed has gone through the roof. Your hard drive's speed may be the weakest link in the chain.
If this is the case, you'll save yourself tons of $$$$ replacing it instead of having to buy a new system.
Is your sound card PCI? If your sound card is less than 32 bits, you are cutting yourself way short. You may have to sacrifice your current sound card and its joystick capabilities if you want to record.
As for and outboard midi card, I don't know if one exists. But one thing for sure is don't use the serial inputs. They have the slowest data transfers of your whole system!!
Also, I don't know if they support sound applications on the hardware side. Anyhow, I've said all I can say to the extent of my knowledge and I hope this helped in some way.
