Where can the peavey pre-amp be purchased. I do not see it anywhere. Not on the Peavey site, not in all the regular spots, where is it?

From any Peavey dealer. Most dealers do not keep them in stock, you'll have to special order it. BTW, here's the link to info on the Peavey website: http://www.peavey.com/products/proaudio/processors/vmp2.cfm .
