noise reuduction

I am using Cakewalk Pro Audio 9.03 with a Creative Sound Blaster 16 PCI audio card. When I first start up the Cakewalk program I can eq for a quiet mix. But as soon as I start playing a song the noise level (hiss) jumps up dramatically. It will stay that way throughout the session. As soon as I close Cakewalk the noise goes away. This is happening to a strictly MIDI composition (no wav files). Any idea what is happening and how to reduce or eliminate this problem?
 
This happens whether I use sound card's line out, speaker out or headphones. I'm using an old dinosaur of a Tascam 244 4 track to mix. I just got this soundcard. I didn't notice the problem (as much?) using my old 8-bit IDE sound blaster card. I'm suspecting clock generated noise. My state-of-the-art ;} pentium 133 cpu running Win98 was common to both setups. What other info can I provide?
