as far as i can tell the big thing about CREAMWARE is the dsp chips on their cards.(what i originally said isn't entirely accurate)...to take advantage of this you have to use plug ins written for them....however, the LUNA does support regular plug ins, as far as i know. the thing is that these won't be able to take advantage of the onboard dsp .....if you are just wondering about effects, you should be able to use effects with CUBASE and any soundcard capable of multitracking....
some of the aardvark cards also have onboard dsp, like compression, reverb and eq...however, i believe that you can only record with them and not use them on a track that has already been recorded.....i don't think the Ark24 has onboard dsp ...but of course this doesn't mean you can't use plug ins.....
