Need help with scratching / fuzz issue

Hello, I am greatly indebted to those of you who know more than I, I am definitely a newbie at the home recording stuff.

The computer I'm using is
Windows 10 Pro
Version 1511
OS Build 10586.63
Processor Intel(R) Core (TM) i7-3820 CPU @ 3.60 GHz 3.60 GHz
Installed RAM 8.00 GB
System type 64-bit OS, x64-based processor

and I am using a Focusrite Scarlett 6i6

ever since using the 6i6 for audio, there has been random scratching / fuzzy noises that happen during normal playback. When recording (using reaper) I have found the scratchy/fuzz noise to show up even more and come into the recording. Even when playing back midi VST stuff I hear the noises. Any ideas what might be causing the issue? Anything helps, this little issue is preventing me from even getting started since as you can imagine the annoying noises are derailing.

"Scratchy/fuzzy" is too general. Post a sample of something with the noise.
 
On first listen I'd say your buffers are set too low.
