Midi is simply data recorded on a software sequencer that has powerful editing capabilities.
Go here and read up a bit.
www.midi.com

A soundcard is the interface used in a PC to get your audio in & out. They come in a large variety of configs.

so is getting a usb audio interface a better idea than just burning my tracks on a cd and editing that? and with a soundcard can i edit individual tracks?

that depends on whether you want to work toward pro recordings or hobby stuff, certainly if you wanna go pro I would suggest getting a sound card or audio interface, and it would be better for you to use software made by the same manufacturer to guarantee multi tracks.
then you need a mixer for obvious reasons "sheesh this gets expensive".
however in theory you can carry on using software only.
I assume you use cubase or something similar? and that has a multitrack mixer built in.
the individual tracks on the main arrange page is where you edit all the audio.
the reason for getting a sound card/interface is to control seperate channels externaly and get better quality recordings and playback and to add external effects to each channel via hardware units through a mixer.

please tell us how you make your tracks and we might be able to be more specific in giving advice.

i make my tracks by running my guitar and bass through various effect pedals and then into a Fostex Portastudio01.

Cool, I would certainly recomend getting a mac/pc to put your stuff down on to.
you could use the portastudio to do your recording as normal and then afterwards bounce the tracks on to the computer for editing/mixing also arranging is much easier that way.

thanks. and my last questoin is what is a good software that is relativly cheap

or if you want to go free..

Pro Tools Free

It only works on Mac OS9, Windows 98/Me. It doesn't work on XP or Professional.
