mp3 cutting off highs?

is mp3 encoding supposed to totally cut off the highs above like 15k? I used to think it was the program i was using but i bought a new one and it does the same thing. i've analyzed some mp3's from commercial songs and they go up to 22k. Any ideas what this could be? Does the same thing in recently purchased cubase and adobe audition.
 
Yup, part of the "compression" to mp3 is getting rid of "extraneous" info. As most listeners ears and most speakers/headphones don't do much with those frequencies, it gets scrapped by the encoder. Some encoding programs may be better than others, but in general, you will lose all the high highs when going to mp3.

And if you are unlucky enough to encode with something that doesn't roll off the highs, you get really annoying flanging.

MP3 as a format really, really sucks. Encode as AAC or Ogg Vorbis, -please-.
