okay i just want to know of these three mics which would you rather use for vocals on a male rap artist. I have a mid ranged voice i guess (dont really know how to explain its not high or low so its mid)

MXL V67g with shockmount - $120
M-Audio Nova - $100
Audio Technica 2020 - $100

also for a rapper do you think i really need a shock mount. I never really yell when i rap and whenever i record I make sure no one is in the house so I dont get anyone running around or anything.

I have not tested the 2020 yet but in my experience audio technica makes great budget mics. I auditioned several mics from rode to shure and for rap vocals the at3035 ( around $100 used on ebay) was great and it comes with a shock mount; yes you always need a shock mount especially if you move around while u spit.
I also heard good things about the v67
But it all depends on what compliments your voice and what type of setup u have especially your preamp.

i was thinking about the studio projects preamp (forgot the name right now), or the presonus tubepre, or the audiobuddy, both are right around my price range. I want the DMP3 but its about $60 more then i got. Im on a tight budget.

You're thinking of the Studio Projects VTB-1.

I understand you're on a really tight budget... but if I was you, I'd wait untill I had $60 more dollars and get the better 2-ch M-Audio DMP-3 preamp. Honestly, get the DMP-3.
